A Study on the Role Change and Countermeasures of Senior Welfare Center after Social Disaster(COVID-19)

Abstract
This study was conducted to fund out the changes and difficulties that occurred in senior welfare centers after the social disaster(COVID-19) and to prepare countermeasures in the event of similar disasters in the future. To this end, a qualitative study by in-depth interviews was conducted on the elderly and social workers at the senior welfare center in Seoul. As a result of the study, the biggest changes experienced by the elderly were the decrease in going out, the increase in time to live at home, and the expansion of ontact services. The difficulties experienced by the elderly were disconnection of social relations and loneliness, deterioration of physical and mental health, lack of food and nutrition, and economic difficulties due to the suspension of the elderly job project. On the other hand, the biggest changes experienced by social workers were the change in service provision space from the senior welfare center to the outside, the change in service provision method from face-to-face service to ontact service, worries about the role of social workers as service providers, and the weakening of care services. The difficulties that social workers experienced were the weight of work caused by COVID-19, fear of infection, and responding to unpredictable changes. Based on these research results, it was suggested that senior welfare centers should focus on smartphone education, psychological and emotional support, user-centered services, support for economic difficulties, and services for community protection.
